Why adding an endorsement is a range, not a number
The $27 to $41 spread is the question we get most, and the answer is proration.
An endorsement runs with your existing driver licence rather than starting its own clock. If your licence has seven years left to run, you are buying seven years of endorsement. If it has two years left, you are buying two. The fee scales to the remaining term, which is why two riders doing exactly the same transaction pay different amounts.
The statutory framework sits in RCW 46.20.505, which sets a non-refundable application fee and caps on the initial and renewal endorsement charges.
Why the renewal lines look contradictory
On the fee page you will see "renew motorcycle endorsement, $85 for six years" sitting near "renew with motorcycle endorsement, $91 for six years," while a plain licence renewal is $61. Riders reasonably ask which one they pay.
They answer different transactions. One is the endorsement component described on its own. The other is the combined licence-plus-endorsement renewal you actually perform at the counter. The $30 gap between $61 and $91 is what the endorsement adds to a standard renewal.
The practical answer: budget the combined figure for your licence type, which for most riders is $91 for six years or $121 for eight.
The fee you really want to avoid
Riding without the endorsement is an infraction. The statute adds $250 on top of the base penalty, and the DOL states the fine works out around $386, with the motorcycle subject to impound.
Against a $27 to $41 endorsement, that is roughly a tenfold difference, before you count the impound. The extra $250 is deposited into the state motorcycle safety education account, which funds rider training. You are, in effect, paying for someone else's course instead of your own.
Where training sits in the budget
The state fees above are only part of the picture. The other part is how you satisfy the testing requirement, and the DOL notes that training is subsidised for Washington residents and military personnel stationed in Washington, funded by the endorsement and permit fees riders pay.
